For Immediate Release—September 20, 2021

In accordance with Sustainable Groundwater Management Act (SGMA) and California Water Code (WC) Section 10728.4, the Sierra Valley Groundwater Management District (SVGMD) and the County of Plumas (Plumas) Groundwater Sustainability Agencies (GSAs) are hereby providing notice to the cities and counties within the geographic area covered by the Sierra Valley Subbasin Groundwater Sustainability Plan (GSP) that the GSAs intend to adopt the Sierra Valley Subbasin GSP no earlier than 90-days from the date of this notice. Such cities and counties include the City of Loyalton, County of Sierra, and County of Plumas. The GSAs are also hereby providing notice to Native American Tribes with traditional lands, cultural places, and/or knowledge of cultural resources located within the boundaries of the SVGMD and watershed.

The GSAs are required to review and consider comments from any city or county that receives notice pursuant to WC Section 10728.4 and will consult with a city or county that requests consultation within 30 days of receipt of this notice. Nothing in WC Section 10728.4 is intended to preclude an agency and a city or county from otherwise consulting or commenting regarding the adoption or amendment of a GSP.

Any consultation inquiries must be received within 30 calendar days upon receipt of this Notice or by October 20, 2021. General questions may also be answered by contacting the GSA contacts.

The GSAs are gearing up to release the Public Review Draft Sierra Valley Subbasin GSP where interested parties may comment on the GSP during a 35-day public comment period anticipated to begin October 11, 2021 and end November 15, 2021. More information to come at


Public hearings may be held individually by each GSA to consider adoption of the GSP. The SVGMD public hearing is anticipated to be held on December 20, 2021 and the County of Plumas Board of Supervisors public hearing on December 21, 2021. More information to come at
